Capital Projects are infrastructure projects Sonoma Water builds to meet the needs of the water system, the wastewater districts, and the flood management facilities within its jurisdiction.
These projects are outlined in the annually published Capital Improvement Plan. This plan describes the infrastructure projects that are planned over the next five years to meet the needs of the water system, the wastewater districts, and flood management facilities that Sonoma Water manages. These projects can take the form of pipelines, storage tanks, treatment facilities, and flood management projects. The projects are designed to meet regulatory requirements and to replace aging facilities. The Capital Improvement Plan is modified each year to reflect changes in regulatory requirements and budget constraints.
A diverse group of sections in Sonoma Water supports Capital Projects and they include: Design Engineering, Construction Management, CAD/GIS, Land Surveying & Right-of-Way, Technical Writing, and Environmental Resources. Together, these sections ensure that infrastructure projects are bid on and performed in compliance with regulatory requirements and industry standards.
Design EngineeringDesign Engineering provides design and project management services to implement capital construction projects associated with Sonoma Water’s water supply, flood management, and wastewater collection and treatment facilities. Principal functions revolve around the preparation of construction contract documents that depict and specify the work required to construct new or replacement infrastructure. Design Engineering also provides engineering support for long-range master planning, environmental compliance, and operations and maintenance. Additional functions include review of sanitation system improvements proposed as part of private development projects and establishing and maintaining design standards. | |
Construction ManagementConstruction Management reviews and provides design recommendations prior to advertisement of a bid and takes responsibility for management of the construction process from bid opening through project completion. This section also evaluates any claims submitted by the Contractor and formulates appropriate responses based upon the contract documents. Construction Management also performs all field quality control, prepares daily inspection reports to document construction from mobilization through demobilization, and handles all warranty work notifications and field verification that warranty work has been performed. | |
CAD/GISCAD/GIS provides design support for capital improvement projects and utility and thematic mapping for all disciplines in Sonoma Water. This section assists staff with data standards, field data gathering applications and workflow, database development (both spatial and non-spatial), reconciliation and analysis for both project and programmatic jobs. Maps and (internal) web applications are developed to provide specific data and analysis communication and data distribution. CAD/GIS also houses engineering record documentation hard copy and digital media. | |
Land Survey & Right-of-WayLand Survey and Right-of-Way provides a diverse variety of support for a number of Sonoma Water’s core functions, departments and staff. Some of the products and services provided are: data collection and processing activities for engineering, environmental, operational and maintenance needs; mapping; property boundary determination; and Right-of-Way acquisition and support for property management activities. | |
Technical WritingTechnical Writing provides a variety of support for all of Sonoma Water’s core functions. This section supports Capital Projects by preparing bidding documents and finalizing construction specifications. Staff ensure compliance with Public Contract Code requirements, mitigations, permits, and other statutory requirements; ensure consistency with engineering plans and right-of-way requirements, and prepare grant and loan applications. | |
Environmental ResourcesEnvironmental Resources staff provides environmental compliance services for Capital Projects. These services include environmental impact assessment in compliance with the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA); permitting with federal, state, and local agencies; consultation with federal and state agencies regarding endangered species act regulations; land use consistency with Sonoma County’s General Plan; and mitigation monitoring. |
