Stormwater Resource Plans

Storm Water Grant ProgramIn 2016 Sonoma Water was awarded a $484,627 storm water planning grant from the State Water Resources Control Board’s Storm Water Grant Program. Sonoma Water staff along with other agencies and watershed partners are now working together to collaboratively develop Stormwater Resource Plans (SWRP) for the Petaluma River Watershed and the Sonoma Creek Watershed. Senate Bill 985 (Pavley, 2014) requires that in order for entities to be eligible for any future state funds from voter approved bond measures for stormwater projects they must develop compliant Stormwater Resource Plans to guide project selection and implementation.

What is a Stormwater Resource Plan?

A Stormwater Resource Plan (SWRP) is a non-regulatory, watershed-based and stakeholder-driven plan that builds on local stormwater management objectives and identifies and prioritizes projects that capture, treat or reuse stormwater runoff. These projects must provide at least two benefits which may include environmental enhancement, flood protection, groundwater recharge, water quality improvement or recreational opportunities.

Completed grant deliverables

Resources:

  • Frequently Asked Questions
  • Storm Water Resource Plan Guidelines
  • Storm Water Resource Plan Checklist
  • Watershed Atlas: interactive map for the community to explore watershed-focused features of interest like sub-watershed boundaries, access points, and conservation and development projects within the Petaluma River watershed.
  • Contaminant Data Display and Download Tool (CD3): visualization tool for accessing water quality data for the San Francisco Bay-Delta and northern montane regions. It is the primary tool for accessing and downloading the San Francisco Bay Regional Monitoring Program’s (RMP) long-term dataset and other project data stored in SFEI's Regional Data Center (RDC). Data stored in SFEI’s RDC are comparable with the state’s data management business rules and are regularly exchanged with the California Environmental Data Exchange Network (CEDEN).
  • Sonoma Ecology Center Knowledge Base: library of local and regional information needed for science-based watershed management in the Sonoma Valley. Monitoring and mapping data, reports, images, and other resources can be discovered and downloaded in this online digital library.
  • CA Phase II LID Sizing Tool: web-based tool that assists stormwater practitioners in selecting and sizing LID Best Management Practices (BMPs) that meet the sizing requirements set forth in California’s National Pollutant Discharge Elimination System (NPDES) permit for stormwater discharges from small municipal separate storm sewer systems (MS4s)
  • International Stormwater BMP Database: International Stormwater Best Management Practices (BMP) Database project website features a database of over 600 BMP studies, performance analysis results, tools for use in BMP performance studies, monitoring guidance and other study-related publications
